پاکستان کرکٹ بورڈ نے سابق کپتان انضمام الحق کو قومی سلیکشن کمیٹی کا چیئرمین بنانے کا فیصلہ کرلیا ہے ۔

اس سلسلے میں پاکستان کرکٹ بورڈ کے چیئرمین شہریارخان اور انضمام الحق کے درمیان جمعہ کے روز لاہور میں ملاقات بھی ہوئی ہے۔

یہ معلوم ہوا ہے کہ شہریارخان نے انضمام الحق کو چیف سلیکٹر بنائے جانے کی باضابطہ پیشکش کردی ہے تاہم انضمام الحق نے ابھی تک کوئی حتمی جواب نہیں دیا ہے اس کی وجہ یہ ہے کہ وہ اس وقت افغانستان کی کرکٹ ٹیم کے ہیڈ کوچ ہیں اور ان کی کوچنگ میں افغانستان کی ٹیم نے ورلڈ ٹی ٹوئنٹی میں عمدہ کارکردگی کا مظاہرہ کرتے ہوئے ویسٹ انڈیز کی شکست دی ہے۔

واضح رہے کہ ایشیا کپ اور ورلڈ ٹی ٹوئنٹی میں پاکستانی ٹیم کی مایوس کن کارکردگی کے بعد پاکستان کرکٹ بورڈ نے ہارون رشید کی سربراہی میں قائم سلیکشن کمیٹی تحلیل کردی تھی اس کے علاوہ بورڈ ٹیم منیجمنٹ کو بھی ازسر نو تشکیل دے رہا ہے۔

کوچ کے عہدے سے وقاریونس کے استعفے کے بعد نئے کوچ کی تلاش بھی جاری ہے ۔

پاکستان کرکٹ بورڈ کے چیرمین شہریارخان نے گزشتہ روز عبوی کوچ کی تقرری کا عندیہ دیا ہے اس ضمن میں سابق کپتان معین خان کو یہ ذمہ داری سونپے جانے کا امکان ہے۔

کراچی میئر کے انتخاب کے لیے خفیہ رائے شماری کا حکم

 

 سندھ حکومت کی طرف سے میئر اور ڈپٹی میئر کے انتخابات شو آف پینڈ کے ذریعے کروانے کا بل منظور کیا گیا تھا

پاکستان کی سپریم کورٹ نے صوبہ سندھ میں بلدیاتی انتخابات میں میئر اور ڈپٹی میئر کے انتخابات شو آف ہینڈ (ہاتھ کھڑا کرنے) کے طریقہ کار کو کالعدم قرار دیتے ہوئے خفیہ رائے شماری کے ذریعے کروانے کا حکم دیا ہے۔

عدالت نے اپنے حکم میں کہا ہے کہ سندھ حکومت نے شو آف ہینڈ کے ذریعے میئر اور ڈپٹی میئر کے انتخابات کروانے کا فیصلہ اس وقت کیا تھا جب بلدیاتی انتخابات کے شیڈیول کا اعلان ہو چکا تھا۔

چیف جسٹس انور ظہیر جمالی کی سربراہی میں تین رکنی بینچ نے سندھ حکومت کی طرف سے دائر کی گئی درخواست پر فیصلہ سناتے ہوئے الیکشن کمیشن کو حکم دیا ہے کہ میئر اور ڈپٹی میئر کے انتخابات کے علاوہ خواتین کی مخصوص نشستوں پر انتخابی عمل کو دو ماہ میں مکمل کیا جائے۔

سندھ حکومت کی طرف سے میئر اور ڈپٹی میئر کے انتخابات شو آف ہینڈ کے ذریعے کروانے کا بل منظور کیا گیا تھا جس کو سندھ اسمبلی میں حزب مخالف کی جماعتیں متحدہ قومی موومنٹ اور مسلم لیگ فنکشنل نے سندھ ہائی کورٹ میں چیلنج کیا تھا۔ سندھ ہائی کورٹ نے حکومت کے اس فیصلے کو کالعدم قرار دیا تھا جس کے خلاف سندھ حکومت نے سپریم کورٹ میں درخواست دائر کی تھی۔

سندھ حکومت کی طرف سے دائر کردہ درخواست پر سپریم کورٹ نے اس سال فروری میں میئر اور ڈپٹی میئر کے انتخابات اس طریقے سے کروانے کے خلاف حکم امتناعی جاری کر دیا تھا۔

ان درخواستوں کی سماعت کے دوران چیف جسٹس انور ظہیر جمالی نے ریمارکس دیتے ہوئے کہا تھا کہ انتخابات میں خفیہ رائے شماری کا تصور مغرب کا ہے جبکہ اسلام میں اس کا کوئی وجود نہیں ہے۔

خواتین کی مخصوص نشتوں کے بارے میں سندھ میں حکمراں جماعت پاکستان پیپلز پارٹی، متحدہ قومی موومنٹ اور مسلم لیگ فنکشنل کے درمیان اتقاق ہوگیا ہے۔ سندھ حکومت نے خواتین کی مخصوص نشستوں میں 22 سے 33 فیصد اضافہ کر دیا ہے۔

’نواز شریف کی خاموشی دہشت گردوں کو مضبوط کر رہی ہے‘

’وزیراعظم کے خطاب سے بہتر ایک پریس ریلیز تھی‘

پاکستان پیپلز پارٹی کے چیئرمین بلاول بھٹو نے کہا ہے کہ مسلم لیگ کی حکومت کنفیوز ہے اور اس میں اہلیت ہی نہیں کہ حالات کا مقابلہ کر سکے۔

انھوں نے کہا کہ وزیراعظم میاں نواز شریف کی خاموشی اور دہشت گردی کے خلاف واضح پالیسی نہ ہونا دہشت گردوں کو مضبوط کر رہی ہے۔

* ’وردی سے محروم کیا، صدارت سے ہٹایا، آپ نے آزاد کر دیا؟‘

سابق وزیر اعظم اور پاکستان پیپلز پارٹی کے چیئرمین ذوالفقار علی بھٹو کی برسی کے موقعے پر پیر کو گڑھی خدا بخش میں ایک جلسہ عام سے خطاب کرتے ہوئے بلاول بھٹو کا کہنا تھا کہ دنیا پاکستان کو شدت پسند اور انتہا پسند سمجھتی ہے اور وزیراعظم صرف قوم سے خطاب کر رہے ہیں وہ بھی ایک کھوکھلا خطاب جس سے بہتر ایک پریس ریلیز تھی۔

’لوگ سننا چاہتے ہیں کہ نیشنل ایکشن پلان پر کب عملدرآمد ہوگا، نیکٹا کب بنائی جائے گی، لیکن وزیراعظم کے خطاب نے قوم کو مایوس کیا ہے، نیشنل ایکشن پلان پر عمل کی ان کی نیت نہیں یا اہلیت نہیں یا پھر وہ اس بات کو تسلیم کریں کہ کچھ وزرا عملدرآمد ہونے نہیں دیتے۔‘

بلاول بھٹو نے خطاب سے قبل عام طور پر مذہبی جماعتوں کے جلسوں میں لگائے جانے والے نعرے’نعرہ تکبیر اور نعرہ رسالت‘ بھی لگائے۔

لوگ سننا چاہتے ہیں کہ نیشنل ایکشن پلان پر کب عملدرآمد ہوگا، نیکٹا کب بنائی جائے گی، لیکن وزیراعظم کے خطاب نے قوم کو مایوس کیا ہے، نیشنل ایکشن پلان پر عمل کی ان کی نیت نہیں یا اہلیت نہیں یا پھر وہ اس بات کو تسلیم کریں کہ کچھ وزرا عملدرآمد ہونے نہیں دیتے

ان کا کہنا تھا کہ نیشنل ایکشن پلان پر عملدرآمد ہوتا تو اسلام آباد چار دن تک یرغمال بنا نہیں رہتا، اگر نیشنل ایکشن پلان پر عمل ہوتا تو وزرا سمجھاتے اور وزیراعظم کو معلوم ہوتا کہ لوگ راولپنڈی سے اسلام آباد کیسے پہنچے۔

’دھرنے میں صدر، وزیر اعظم، آرمی چیف اور چیف جسٹس کے خلاف کیا کیا باتیں کی گئیں آپ کون ہوتے ہیں ان سے معاہدہ کریں اور انھیں معاف کریں۔‘

بلاول بھٹو کا کہنا تھا کہ موجودہ حکومت کی واضح پالیسی نہیں، دہشت گردی کے علاوہ خارجہ پالیسی اور اندرونی پالیسی کا فقدان ہے، نیشنل ایکشن پلان صرف ضرب عضب نہیں، تشدد پھیلانے اور نفرت پھیلانے والوں کے خلاف کوئی کارروائی نہیں کی جا رہی ہے۔

’انتہاپسندی ہی دہشت گردی کو جنم دیتی لیکن میاں نواز شریف انتہاپسندوں کے خلاف قدم اٹھانے سے ڈرتے ہیں، میں ان دہشت گردوں سے جنگ کروں گا، جان جاتی ہے تو جائے، سر کٹتا ہے تو کٹ جائے ہم پیچھے نہیں ہٹیں گے۔‘

انتہاپسندی ہی دہشت گردی کو جنم دیتی لیکن میاں نواز شریف انتہاپسندوں کے خلاف قدم اٹھانے سے ڈرتے ہیں، میں ان دہشت گردوں سے جنگ کروں گا، جان جاتی ہے تو جائے، سر کٹتا ہے تو کٹ جائے ہم پیچھے نہیں ہٹیں گے

بلاول بھٹو نے جنرل پرویز مشرف کا ذکر کرتے ہوئے میاں نواز شریف سے سوال کیا کہ جس شخص نے آئین کو دو بار مرتبہ توڑا، آئین اور ملک کے غدار کو کس طرح باہر چھوڑ دیا گیا، جس ڈکٹیٹر کو صدارت سے اتار کر آپ کے حوالے کیا تھا وہ کہاں ہے، عوام سوال کرتی ہے کہ ان کی بہن بینظیر بھٹو کے قتل کا ملزم ملک سے کیسے بھاگ گیا۔

’ملک میں انصاف کا راستہ نہ روکو ایسا نہ ہو کہ ایک بار پھر جمہوریت کی بساط کو لپیٹ دیا جائے آپ کو مشکل ہے تو سابق صدر زرداری سے سیکھ لیں کہ جمہوریت کا قافلہ منزل تک کیسے پہنچتا ہے۔‘

اس جلسے عام سے یوسف رضا گیلانی، راجہ پرویز اشرف، وزیر اعلیٰ سندھ سید قائم علی شاھ اور پیپلز پارٹی کے دیگر سینیئر رہنماؤں نے بھی خطاب کیا جبکہ سابق صدر آصف علی زرداری بیرون ملک ہیں ان کی بڑی صاحبزادی بختاور بھٹو کے خطاب کے وقت موجود رہیں۔

بلاول بھٹو کا کہنا تھا کہ آج بیروزگاری بدترین صورت اختیار کر چکی ہے، نوجوان ڈگریاں لیکر ملازمتیں تلاش کر رہے ہیں۔’میاں صاحب آپ تو کہتے ہیں کشکول توڑ دیں گے بھیک نہیں مانگیں گے ، آپ کو غیر ملکی دوروں سے فرصت نہیں کبھی پارلیمنٹ کے دورے پر بھی آ جایا کریں۔‘

بلاول بھٹو نے اعلان کیا کہ وہ جلد کشمیر( پاکستان کے زیرِ انتظام) کا دورہ کریں گے اور وہ ذوالفقار علی بھٹو اور بینظیر بھٹو کی طرح کشمیریوں کے شانہ بشانہ رہیں گے۔

پیپلز پارٹی کی تنظیم نو، ملک بھر میں تنظیمیں تحلیل

 

پاکستان پیپلز پارٹی پارلیمینٹیرین کے چیئرمین بلاول بھٹو زرداری نے پورے پاکستان میں ضلعی سطح تک بشمول جنوبی پنجاب، پارٹی کی تمام تنظیمیں تحلیل کر دی ہیں۔

بلاول نے ہر صوبے بشمول جنوبی پنجاب کے، پانچ رکنی کمیٹی تشکیل دی ہے جو تنظیم نو کے لیے تین ماہ میں سفارشات پیش کرے گی۔
پاکستان پیلز پارٹی کے رہنما قمر زمان کائرہ نے میڈیا سے بات کرتے ہوئے کہا کہ پارٹی چیئرمین بلاول بھٹو نے عوام کے لیے خط لکھا ہے جس سے عوام سے رائے مانگی ہے کہ جماعت ملک کو درپیش چیلنجوں کا سامنا کیسے کرے۔
’بلاول بھٹو نے مشاورتی عمل کا آغاز کیا ہے جس میں جماعت کے مقاصد اور ملک کی ترقی میں پارٹی کے کردار کو بیان کیا گیا ہے۔‘
کائرہ نے مزید کہا کہ اس خط میں عوام سے تجاویز مانگی گئی ہیں کہ پارٹی کی اقتصادی ترجیحات کیا ہونی چاہییں اور کیسے پارٹی کی تنظیم نو کی جائے۔

پارٹی چیئرمین بلاول بھٹو نے عوام کے لیے خط لکھا ہے جس سے عوام سے رائے مانگی ہے کہ جماعت ملک کو درپیش چیلنجوں کا سامنا کیسے کرے۔

’پارٹی کارکنان سے پوچھا گیا ہے کہ پارٹی کا تنظیمی ڈھانچہ کیسا ہو۔‘
اس سے قبل پیپلز پارٹی پارلیمینٹیرین کے ترجمان سینیٹر فرحت اللہ بابر نے کہا کہ پارٹی کی تنظیم نو کا فیصلہ بلاول بھٹو نے پارٹی کی اعلیٰ قیادت کے ساتھ اجلاس میں کیا۔
سینیٹر فرحت اللہ بابر نے کہا کہ پارٹی کی تنظیم نو کا معاملہ کافی عرصے سے زیر التوا تھا اور چار اپریل کو لاڑکانہ میں بلاول بھٹو نے پارٹی کی تنظیم نو کا اعلان کیا تھا۔
بلاول بھٹو نے ایک اور کمیٹی تشکیل دینے کا فیصلہ کیا ہے جو حال ہی میں پاناما پیپرز کے حوالے سے تحقیقات کرے گی۔ یہ چار رکنی کمیٹی میں قومی اسمبلی اور سینیٹ میں قائدین حزب اختلاف اور پارٹی کے پارلیمانی لیڈروں پر مشتمل ہوگی۔
اس کمیٹی کو ذمہ داری سونپی گئی ہے کہ دیگر سیاسی جماعتوں سے رابطے کر کے ایک پارلیمانی کمیٹی تشکیل دے۔ اس پارلیمانی کمیٹی کو مکمل اختیار ہو گا کہ وہ پاناما لیکس کے حوالے سے تفتیش کر سکے اور بین الاقوامی فورینسک ماہرین کی مدد سے تحقیق کا مطالبہ کر سکے۔
اس کمیٹی کے رابطوں کے بارے میں بات کرتے ہوئے قمر زمان کائرہ نے کہا کہ پاکستان تحریک انصاف سمیت دیگر اپوزیشن جماعتوں سے رابطے میں ہیں اور ان کا موقف جاننے کے بعد فیصلہ کیا جائے گا۔
اس کے علاوہ ایک اور چار رکنی کمیٹی تشکیل دی گئی ہے جو بلاول کو پاناما پیپرز کے حوالے سے قانونی مشورے دے گی۔ یہ کمیٹی بیرسٹر اعتزاز احسن، سینیٹر فاروق نائیک، سابق گورنر پنجاب لطیف کھوسہ اور سابق چیئرمین سینیٹ نیئر بخاری پر مشتمل ہے۔
یہ کمیٹی پاناما لیکس میں شفاف اورقابلِ اعتماد تحقیق کے حوالے سے پارٹی چیئرمین کی مدد کرے گی۔

جنوبی پنجاب آپریشن: فوج کے ہاتھ میں کنٹرول، آج سے کرفیو

آپریشن میں پولیس کے ساتھ رینجرز اور فوج کی معاونت بھی شامل ہے 

پاکستان کے سرکاری ذرائع کے مطابق صوبہ پنجاب کے ضلع راجن پور میں جرائم پیشہ گروہ چھوٹو گینگ کے خلاف جاری آپریشن کا کنٹرول فوج کے پاس آ گیا ہے۔

سرکاری ذرائع کا کہنا ہے کہ پنجاب پولیس کی آپریشن میں ناکامی کے بعد پاکستانی فوج سے اس آپریشن کا کنٹرول سنبھال لیا ہے۔
لاہور سے نامہ نگار صبا اعتزاز کے مطابق حکام کا کہنا ہے کہ راجن پور میں جزیرے پر موجود چھوٹو گینگ کے خلاف آپریشن کے لیے فوج کے دستے اور گن شپ ہیلی کاپٹر لائے جا رہے ہیں۔
حکام کا کہنا ہے کہ آج یعنی جعمہ کی شام سے کچا جمال نامی جزیرے کے چار کلومیٹر کے قطر میں کرفیو نافذ کر دیا جائے گا۔
اس سے قبل چھوٹو گینگ کے خلاف جاری آپریشن میں پولیس کی مشکلات دیکھتے ہوئے فوج کو طلب کیا گیا تھا۔
اس حوالے سے پنجاب کے وزیر قانون رانا ثنا اللہ نے جمعے کو میڈیا سے بات کرتے ہوئے کہا کہ چھوٹو گینگ کے پاس ہتھیار پھینکنے کے لیے صرف 24 سے 48 گھنٹے ہی ہیں جس کہ بعد ان کے خلاف کارروائی شدید ہو جائے گی۔
انھوں نے کہا: ’ہتھیار ڈالنے کے علاوہ چھوٹو گینگ کا کوئی مطالبہ تسلیم نہیں کیا جائےگا، یہ عسکری قیادت اور حکومت کا فیصلہ ہے۔‘
واضع رہے کہ پاکستان کے صوبہ پنجاب کے جنوبی علاقے راجن پور کے کچے کے علاقے میں جرائم پیشہ گروہوں کے خلاف پولیس اور رینجرز کا مشترکہ آپریشن تقریباً دو ہفتے سے جاری ہے جس میں اب تک چھے پولیس اہلکار ہلاک ہو چکے ہیں جبکہ 24 اہلکاروں کو گینگ یرغمال بنا چکا ہے۔
پولیس ذرائع کے مطابق اس آپر یشن کے دوران پولیس کی جانب سے چھوٹو گینگ کے ڈپٹی کمانڈر سمیت پہلوان عرف پلو ایک رنگ لیڈر علی گلباز گیر سمیت سات افراد مارے گئے اور کئی زخمی ہیں۔

تاہم ابھی تک سکیورٹی فورسز کو کوئی خاطر خواہ کامیابی حاصل نہیں ہو سکی۔
واضح رہے کہ دریائے سندھ میں سنہ 2010 کے سیلاب کے بعد بننے والے ایک جزیرے پر، جسے چھوٹو گینگ کی نسبت سے ’چھوٹو جزیرہ‘ کہا جاتا ہے، پناہ لیے ہوئے ڈاکوؤں کے خلاف پنجاب پولیس پہلے بھی کئی بار ناکام آپریشن کر چکی ہے۔
تاہم اس مرتبہ پولیس کے ساتھ رینجرز اور فوج کی معاونت بھی شامل ہے اور پولیس نے فوج سے گن شپ ہیلی کاپٹروں کی مدد بھی مانگی ہے۔ توقع ظاہر کی جا رہی ہے کہ چھوٹو گینگ کے خلاف فضائی کاروائی جلد شروع کر دی جائے گی۔
تقریباً چھ ماہ قبل بھی پولیس نے اس علاقے میں جرائم پیشہ گروہوں کے خلاف آپریشن کیا تھا۔

New bill seeks women judges in Supreme Court

ISLAMABAD: A new bill, calling for at least a quarter of judges in the Supreme Court of Pakistan to be women, was tabled in the National Assembly on Tuesday.
Introduced by MQM MNA Saman Sultana Jafri, the amendment to the Supreme Court (Number of Judges) Act, 1997, the bill seeks to rectify a glaring discrepancy with regards to women judges on the Supreme Court.
“Pakistan is the only country in South Asia [which has] never had a woman judge in the Supreme Court. [This] means that not a single judge represents the lives, the sensibilities and the impacts of law on more than half of our population,” the bill’s statement of objects and reasons read.
Introducing the bill on the floor of the house, Ms Jafri pointed out that there had been several women who could and should have been elevated to the Supreme Court in the past.
She said that under Article 25, parliament could make laws specially for women and children, which is why this bill was being laid before the house.
“Majida Rizvi, Nasira Javed Iqbal, Talat Yaqub, Khalid Rashida Khan, Fakhrunnisa Khokhar... the list is long, and some of these names were also recommended, but the fact is that none of these women were actually chosen,” she said.
Opposing the bill in principle, Law Minister Zahid Hamid said that the procedure for the appointment of an SC judge was laid out exhaustively in the Constitution. He said that if a woman judge met the criteria, she would definitely be appointed to the apex court.
Reluctantly recommending that it be sent to the committee, he insisted “this was not the way” to go about this, rather a constitutional amendment should’ve been introduced.

اس سے قبل انڈین فورسز کی فائرنگ سے تین افراد کی ہلاکتوں کے خلاف مظاہروں کی لہر کو روکنے کے لیے سرینگر سمیت بیشتر علاقوں میں کرفیو نافذ کردیا گیا تھا۔
سرینگر سے بی بی سی نامہ نگار ریاض مسرور کے مطابق کشمیر کے کپوارا، بارہ مولہ، باندی پورہ اورگاندر بل کے علاقوں میں موبائل فون اور انٹرنیٹ سروسز پوری طرح معطل ہیں جبکہ دارالحکومت سرینگر اور جنوبی کشمیر کے لوگوں نے بھی ان سروسز کے دستیاب نہ ہونے کی شکایت کی ہے۔
اطلاعات کے مطابق جب تک حالات معمول پر نہیں آتے اس وقت تک موبائل فون پر انٹرنیٹ کی سروسز معطل رہیں گی۔
کشمیر میں حالیہ کشیدگی کی لہر کا آغاز منگل کے روز اس وقت شروع ہوئی جب انڈین فورسز کی گولی سے تین کشمیری مظاہرین ہلاک ہوگئے تھے۔
تین افراد کی ہلاکت سرینگر سے شمال کی جانب 70 کلومیٹر دُور ہندوارہ قصبہ میں اُس وقت ہوئی تھیں جب ایک لڑکی کےساتھ فوجی اہلکار کی مبینہ جنسی زیادتی کے خلاف سینکڑوں نوجوانوں نے احتجاجی جلوس نکالا۔

 

ہندوارہ کے رہائشیوں نے حکومت سے کہا ہے کہ ہندوارہ چوک سے بنکر ہٹانے اور قریبی فوجی کیمپ کو منتقل کرنے تک احتجاج جاری رہے گا

عینی شاہدین کا کہنا ہے کہ وہاں موجود فورسز نے جلوس پر فائرنگ کی جس کے نتیجے میں دو نوجوان محمد نعیم اور محمد اقبال ہلاک اور چھ دیگر زخمی ہو گئے۔ زخمیوں میں سے بعد میں ایک 60 سالہ خاتون ہسپتال میں چل بسیں۔

New bill seeks women judges in Supreme Court

ISLAMABAD: A new bill, calling for at least a quarter of judges in the Supreme Court of Pakistan to be women, was tabled in the National Assembly on Tuesday.
Introduced by MQM MNA Saman Sultana Jafri, the amendment to the Supreme Court (Number of Judges) Act, 1997, the bill seeks to rectify a glaring discrepancy with regards to women judges on the Supreme Court.
“Pakistan is the only country in South Asia [which has] never had a woman judge in the Supreme Court. [This] means that not a single judge represents the lives, the sensibilities and the impacts of law on more than half of our population,” the bill’s statement of objects and reasons read.
Introducing the bill on the floor of the house, Ms Jafri pointed out that there had been several women who could and should have been elevated to the Supreme Court in the past.
She said that under Article 25, parliament could make laws specially for women and children, which is why this bill was being laid before the house.
“Majida Rizvi, Nasira Javed Iqbal, Talat Yaqub, Khalid Rashida Khan, Fakhrunnisa Khokhar... the list is long, and some of these names were also recommended, but the fact is that none of these women were actually chosen,” she said.
Opposing the bill in principle, Law Minister Zahid Hamid said that the procedure for the appointment of an SC judge was laid out exhaustively in the Constitution. He said that if a woman judge met the criteria, she would definitely be appointed to the apex court.
Reluctantly recommending that it be sent to the committee, he insisted “this was not the way” to go about this, rather a constitutional amendment should’ve been introduced.

پاکستان پیپلز پارٹی کی رکن قومی اسمبلی شازیہ مری نے تقریر کرتے ہوئے کہا کہ پاناما لیکس کی خفیہ دستاویزات میں آف شور کمپنیز میں وزیر اعظم کے بچوں کا نام آنے کے بعد اب نواز شریف کے پاس کوئی اخلاقی جواز نہیں ہے کہ وہ اس عہدے پر فائز رہیں۔
‘انھوں نے کہا کہ اخلاقیات کا تقاضا تھا کہ نواز شریف اسی وقت وزیر اعظم کے عہدے سے الگ ہوکر خود کو احتساب کے لیے پیش کردیتے۔

متحدہ قومی موومنٹ کے رکن قومی اسمبلی آصف حسنین کا کہنا تھا کہ الیکشن کمیشن اب آئین کے ارٹیکل 62 اور63 کے بارے میں کیوں خاموش ہے۔؟ اُنھوں نے کہا کہ آئین میں واضح طور پر کہا گیا ہے کہ جو شخص صادق اور امین نہ ہو وہ کسی طور پر وزیر اعظم بننا تو کیا اسمبلی کا رکن تک نہیں بن سکتا۔

انھوں نے کہا کہ وزیراعظم کے بچوں کی آف شور کمپنیوں میں سرمایہ کاری کی تحقیقات کروانے کے معاملے پر تمام اپوزیشن جماعتیں متحد ہیں۔

آف شور کمپنیوں میں اربوں ڈالر کی سرمایہ کاری کے حوالے سے معلومات منظر عام پر آنے کے بعد پاکستان سمیت دنیا بھر میں تحقیقات کا مطالبہ زور پکڑ رہا ہے۔

پاکستان میں تحریک انصاف کے رہنما عمران خان نے کہا تھا کہ وہ اس معاملے ’سولو فلائٹ‘ کے بجائے تمام اپوزیشن جماعتوں کو ساتھ لے کر چلیں گے۔ جس کے بعد تحریک انصاف نے شاہ محمود قریشی کو اپوزیشن جماعتوں سے مشاورت کرنے اور مشترکہ لائحہ عمل تیار کرنے کا ہدف دیا ہے۔

No loss of sleep over Panama Papers

KARACHI: The eye-popping trove of 11.5 million documents leaked by an unidentified whistle-blower from the closet of Panama-based law firm Mossack Fonseca has rightly raised a storm, mostly in the corridors of power worldwide.
Politicians and the rulers from Russian President Vladimir Putin to Pakistan Prime Minister Nawaz Sharif — the latter’s children having been caught in controversy over the use of offshore companies to buy London real estate — have been visibly perturbed. But the naming and shaming of Pakistani business and financial tycoons has scarcely gone to give anyone a sleepless night.
The leaked documents identify 214,000 shell companies — ones with no offices, no work and no employees (paper companies) — incorporated in Republic of Panama with the help of Mossack Fonseca. The alleged objective was to obscure the ultimate ‘beneficial owners’ in a bid to hide billions of dollars.
A lawyer in Karachi endorsed the view that unless involved in “criminal activities”, the formation of offshore shell companies was legally correct. “It is the hiding of ultimate beneficiaries that is illegal”.
According to the 2015 audit report of Mossack Fonseca, the law firm knew the identities of real owners of just 204 of the 14,086 companies it had incorporated in Republic of Seychelles — a tax haven.
Relating to Pakistan, the leaked documents identify 200 individuals — including lawyers and politicians — who in some way are linked to the offshore companies. However, the largest number is those of business tycoons, engaged in hotelling, textile, real estate and cement sectors.
The names that have grabbed the spotlight are only the fewest of possible wrongdoers and they must be kicking themselves for failing to place a ‘proxy’ or a front man. “There are always the means to hide the identity of ultimate beneficiaries,” said a source at the local stock market.
The existence of shell companies has never been a secret in such places as British Virgin Islands, Channel Islands, the Bahamas, Panama and Seychelles. A few companies with registered office in one of those destinations are also quoted on the local equity market.
The list of Pakistani politicians, ex-servicemen, businessmen, bankers and real estate tycoons who have forever been suspected for secret financial dealings could go on and on. “The thousands who have been fortunate not to be caught up in the leaked documents would be chuckling to themselves for misfortune of those who have been identified,” said a lawmaker. “And mind you, that which has been revealed is only the leaked portion of documents with just one law firm in one such safe tax haven.”
The intricate maize of shell companies, stock holdings and property ownerships by the alleged Pakistani offenders boggles the mind.
For most of the world the major crime in involvement in offshore shell companies is the “wilful failure to disclose overseas accounts, concealment of income and tax evasion”. Those charges are not of much moment in the Pakistani context since no-one questions a measly five-figure yearly income and three-digit income tax filed in their tax returns by rich politicians and ruling elite.
“There are ways to find a way around the law. For instance, a Pakistani who lives abroad for 183 days in a year need not disclose assets and income he earned abroad, they fall in the bracket of non-residents,” said an auditor-income tax expert. The prime minister’s son, Hussain Nawaz, has made his case based on that law, affirming no wrongdoing.
Two years ago on May 10, 2014, Finance Minister Ishaq Dar staggered the National Assembly when he revealed that at least $200 billion of Pakistani money was stashed away in Swiss banks. He also expressed helplessness in its recovery.
The local cheats, however, do not have to go through all the hassle of forming offshore shell companies to shuffle wealth. They only to wait for a while until the next “amnesty scheme” is announced.
Perish the previous schemes, in January 2013, the chief regulator Securities and Exchange Commission of Pakistan got the government’s approval to its request to ask the taxmen not to question the origin or source of funds that are invested in the country’s stock market.
The scheme remained in place until June 2014, resulting in enormous amount of undocumented wealth entering the capital market. No wonder that year, the then Karachi Stock Exchange was declared the second-best performing market in the world.
This year, the government has launched a two-year Voluntary Tax Compliance Scheme, which lets tax evaders whiten their illegal wealth by paying a token one per cent tax on assets of up to Rs50m.
Many believe that the mention of 200 Pakistanis in the Panama Papers has the significance of a ‘footnote’. And save for the Sharif family’s discomfiture, the documents would have been scarcely more than of academic interest.

Panama and pajama games

Offshore accounts are nothing new. Their semi-legal and unethical status is well known. Corporate and crony capitalism produce outrageous inequality and concentrations of economic and political power. The wealthy and powerful of the world have secretly stashed away in excess of $20tr in offshore and other tax havens. Moreover, the vast majority of such activity is criminal, illegal or politically unacceptable. Even the inimitable Donald Rumsfeld might agree all this is a “known known.”
Pakistan has long been rated as one of the most corrupt countries of the world especially if its corruption is measured as a proportion of its economic size. The financial probity of the leadership of at least two of the country’s three major national parties is reputed to be very dubious. No institution that wields power and authority in Pakistan, whatever degree of national reverence it may command, has been a paragon of virtue. There are no innocents.
So our embattled prime minister can well say he is in good (or bad) company both at home and abroad. His jiyalas may well ask ‘what else is new?’ Pakistan’s ‘political norm’ has long embraced criminal and self-serving political leadership. The general chorus has been ‘God will somehow take care of the country He brought into being!’
Accordingly, the frequency of such ‘political and ethical crises’ has risen to almost one a week. This, of course, accounts for the brief shelf-life of any scandal no matter how egregious it may appear to the untrained eye. It also explains why at any one time several such scandals occur making it extremely difficult for moral outrage to focus sufficiently on any one of them. Thank heaven for small mercies!

The Panama outcome will be of national consequence for the people of Pakistan.

After all, the prime minister has not been named although his daughter was reportedly described as “politically exposed” by Mossack-Fonseco. His elder son has owned up to owning substantial properties in London and elsewhere — al Hamdulillah! His explanation of how and from where he got the money to buy these properties and invest in shell companies set up in international tax havens may be somewhat wobbly. But then whose explanations of undeclared and untaxed billions are not? Ask David Cameron. However, in his case the sum involved — £30,000 — is frankly ‘peanuts’ for our political leaders and their brilliant business tycoon offspring. It is possible some Pakistani or non-Pakistani admirers of the statesmanship and foreign policy leadership of the elder Sharif gifted the younger Sharif millions if not billions which he had no legal reason to refuse or obligation to declare to Pakistani authorities as he was living abroad — Mashallah!
As for the ‘judicial’ commission to be set up to inquire into the matter, apart from legal and procedural quibbles, the question arises: what is there to inquire into? Is it the business acumen of a non-Pakistani who may be related to a Pakistani politician? If so, a whole lot of us could become liable on that basis! There has to be something more to justify the cacophony of national indignation without reading the small print.
Some incorrigibles insist there is. Pakistan has around 200 million people. According to revised methods those living in poverty add up to considerably more than a third of the population. The national social indices are the worst (Afghanistan excepted?) in South Asia which has the worst regional indices in the world.
Pakistan has five different class-based educational systems which collectively produce an inability for its people to understand and communicate with each other, mutual animosity, and collective dysfunction despite an abundance of talent and love of country. Higher or tertiary education is minimal and almost devoid of creative field work and conceptual innovation. Globally productive and gender-inclusive jobs — essential to survival and success in the 21st century — are not being generated by the educational, vocational and economic systems in Pakistan. No money equals no priority.
The population will reach 350 million by 2050. Environmental, economic, population, nuclear, sectarian, gender and cultural challenges threaten to overwhelm the country much before 2050. No priority is given to averting the prospect before us. Human resource development and fundamental policy reforms over a broad range are of little or no concern to most political leaders, except in speeches and policy declarations. The country is engaged in a conventional and nuclear arms race with a much larger and more resourceful neighbour without considering the inevitable longer term implications.
The country has no consistent and viable strategy for handling issues and relations with India which could offset its disadvantage in numbers and size without relying on doomsday scenarios. This in turn is because the country’s foreign and security policies have largely been hijacked by unaccountable, unqualified and unimaginative domestic constituencies that equate their institutional agendas with the national interest. A rampantly corrupt, indifferent and fearful political leadership can never risk challenging and rectifying this situation. None of this bothers them in the least. What could be more hostile?
It is in this context that the latest dereliction of our ‘elected’ political plutocrats reaches us. The fate of David Cameron is a matter of political importance for the UK. The fate of our political delinquents is of ‘existential’ significance for Pakistan. The effectiveness of legal hair-splitting and political sleights of hand to escape consequences may be of personal significance for the UK prime minister or, at most, his party. The Panama outcome will be of national consequence for the people of Pakistan.
International bookies reportedly rate the chances of our prime minister surviving the Panama leaks as roughly 90pc. It is not clear whether this is an assessment of his innocence or the state of political development in Pakistan. However, it does suggest that politics in Pakistan as pajama games including zero-sum games against the people entails costs that will eventually overwhelm the country. Remaining spectators of the endgame is no longer an option.

Malaysia politician's office attacked after he describes Zakir Naik as 'Satan'

KUALA LUMPUR: A petrol bomb was thrown on Tuesday at the office of a senior politician in Malaysia's opposition-ruled Penang state, after he described preacher Zakir Naik as “Satan”.
State officials said no one was injured and no damage caused in the early-morning attack after the fire-bomb landed on the centre's metal shutters.
State Deputy Chief Minister P. Ramasamy said the attack may have been prompted by his Facebook post over the weekend about preacher Zakir Naik.
“It could possibly be related to my comment on Zakir as Satan,” he told AFP.
Ramasamy accused Zakir, an Indian national, of giving speeches designed to promote hatred of other faiths.
His posting was not directed against Islam or Muslims but against “this particular person”, he said in a statement.
“I regret the use of the word 'Satan' which has caused uneasiness and unhappiness among Muslims in Malaysia,” Ramasamy said, adding that the word was later deleted.
Zakir, 51, is an Islamic preacher on comparative religion.
Ramasamy, who is also the Penang Hindu Endowment Board chairman, had spoken out against a planned programme by Zakir's son, also an Islamic preacher, in Penang state on April 15.
On Sunday police banned Zakir from giving a lecture at a university in the southern state of Malacca following complaints from minority groups.
He had planned to speak on “Similarities between Hinduism and Islam”.
National police chief Khalid Abu Bakar said in a tweet on Monday that Zakir was barred to ensure public order.
The aim was to protect “public order and religious sensitivities in Malaysia”, he wrote.
Issues related to race, religion and language are considered sensitive in Malaysia, which witnessed deadly riots mainly between ethnic Malays and Chinese in 1969.

QUETTA: Counter Terrorism Department, Quetta has lodged a case against Indian spy agency- RAW- agent Kulbhushan Yadav, who was arrested from Balochistan last month.

Police sources said, the case against Indian agent is registered on the complaint of provincial home department on the directives of the federal government.

Terrorism, foreign act violation and sabotage charges have been included in the FIR, police sources said and added that police have sealed off the FIR soon after its was lodged.

Sharif family to answer questions about assets before commission

The riddle of the offshore companies allegedly owned by the family of the prime minister as claimed by the Panama Papers, when read with the official record of the UK government regarding the ownership/land registry of Park Lane flats since early 1990s obtained by The News and the 1999 judgments of UK high court, helps understand the story to some extent.
Hussain Nawaz, the son of the prime minister, has told the media in his repeated statements that only after selling a steel mill in Saudia Arabia in 2006, he bought two offshore companies — Nielsen Enterprises Limited and Nescoll Limited — and then purchased flats number 16, 17, 17A of Park Lane, London, in the names of these offshore companies. He said that he or any member of his family never owned these offshore companies before 2006. In an interview, he also stated that there was no flat 16A on the above-mentioned address in the name of his family.
According to the UK government official documents obtained by The News, following are the details of these flats and their ownership since 1993.Flat 16, Avenfield House, Park Lane, London, Registered Owner: NIELSEN ENTERPRISES LIMITED care of Messrs Dibb Lupton Broomhead (reference LJR), 125 London Wall, London EC2Y 5AE. Title Number: NGL338285. The flat was registered in the name of Nielsen on July 31, 1995. The official documents say that the flat only comprises a portion on the 3rd floor of the building.

The UK high court decisions in Hudabiya Papers Mills loan default case on March 16, 1999 and November 5, 1999 show that for the loan acquired by Hudabiya on February 15, 1995, Flat 16, Flat 16A, Flat 17, Flat 17A were pledged with the Al Towfeek Investment Fund Limited.
The judgments and the court documents of Lahore High Court (LHC) available with The News as well as some NAB documents show that the Hudabiya Papers Mills is owned by the Sharif family with almost all the members of family as its directors.
So the question arises if the offshore companies Nielsen and Nescoll own these Park Lane London flats since 1993, how the Sharif family pledged the flats to a UK bank in 1995 to obtain a financial facility without owning the offshore companies, the real owners of these flats at that time as per the official documents of the UK government.
This question becomes important keeping in view the repeated statements of Hussain Nawaz, official statements of the government made by federal ministers and Daniyal Aziz that these offshore companies and the flats were only bought in 2006 after the Sharif family sold a steel mill in Jeddah.
The government spokesman also added that no member of the Sharif family even owned any of these offshore companies before 2006. A reputed UK newspaper The Guardian had quoted Kalsoom Nawaz on April 10, 2000 that her family “bought” these Park Lane flats for the education of children. Khalid Anwar, the-then law minister during Nawaz Sharif’s second tenure as the prime minister, however, has stated that the Sharif family has taken these flats on rent.
Replying to this question, a government spokesman said that the Sharif family has answers to all the questions which will be presented before the judicial commission and the whole nation will be satisfied with the answers and explanation of the facts.

The World Bank has asked Pakistan’s government to build consensus among all the stakeholders

KARACHI: The World Bank has asked Pakistan’s government to build consensus among all the stakeholders to ensure that $46-billion China-Pakistan Economic Corridor (CPEC) projects deliver on its potential. 
“CPEC, if completed, could be a game changer for Pakistan, but is currently mired in political economy risks,” the World Bank said in its report, titled, ‘South Asia Economic Focus (Spring 2016), Fading Tailwinds’. 
“Furthermore, a prolonged slowdown in China could diminish financial inflows under these projects,” it said.
The twice-a-year report considered the lack of consensus on the CPEC projects as one of the risks posing to high-growth potential of the country’s economy. 
The World Bank observed that the CPEC, along with energy projects, spurred growth in large scale manufacturing and construction sectors. “Any demand-driven economic expansion as a result of CPEC’s implementation is expected to be limited in the short-run as increased investment will likely be offset by a significant increase in imports,” the bank said.   
The report said Pakistan’s economic growth is picking up in the current fiscal year, supported by falling commodity and fuel prices, increased energy supply and improved law and order situation. 
“Growth is projected to accelerate modestly from 4.5 percent in 2016 to 4.8 percent in 2017, supported by growing industry and services and greater investment as well as buoyed by low oil prices and substantial remittances,” it said.  
The bank, however, suggested the government to maintain the momentum in reforming its business climate, access to finance and trade regime.
“As the election year approaches in 2018, the government may find it difficult to implement unpopular decisions, particularly on taxation and energy,” it said.
“Pakistan should also monitor a key driver of remittances: public investment cuts and the resulting restrictions on foreign employment in GCC (Gulf Cooperation Council) countries, particularly in construction, where many Pakistani migrants are employed.” 
The World Bank said South Asia is the fast-growing region in the world, escaping the turbulence in the international markets.
It said India will continue to lead the regional economies. Global growth dropped to 2.4 percent last year from 2.6 percent in the preceding year. 
The bank, however, said anemic global economy has bitten exports revenue of Pakistan, “revealing the country’s vulnerability to a narrow base and a high concentration in few destinations.”
“Imports also contracted in early FY2016 but seem to be recovering since November 2015, particularly in food and machinery,” it said. 
The report forecast that current account deficit will rise to 1.3 percent by FY2018, assuming that prices would continue to remain soft. “A decline in exports in FY2016 (followed by marginal export growth forecasts for the next two years) and an expected increase in imports will weaken the trade account,” it said.
Further, the World Bank acknowledged the marked improvement in the tax collection by the Federal Board of Revenue, accounting for 70 percent of the country’s total tax revenue, because of the ongoing fiscal reforms.
“Tax collection is projected to improve as the government continues with efforts to rationalise tax exemptions in the upcoming budget, while improving compliance and administration,” it said.

Panama Papers Leave Pakistani PM Nawaz Sharif in a Jam

The scale of tax avoidance and money laundering revealed in the Panama Paper leaks run into the several hundreds of billions of dollars and contains the details and names of hundreds of powerful and influential people from across the world. The impact of these revelations is already visible: mass protests in Iceland have forced the country’s prime minister into resignation after disclosures about his offshore dealings became public through these leaks.
The names of over 200 Pakistanis, including the current prime minister, Nawaz Sharif, have also figured in these leaks. Allegations of tax evasion, fraud, and money laundering have marred Sharif’s political career since the beginning. The Independent in 1998 published a piece which stated, “The investigation into Mr. Sharif and his family was originally commissioned in 1993 by an interim government, after Mr. Sharif’s dismissal as prime minister, which asked the agency to investigate 13 separate allegations of corruption and money laundering through overseas bank accounts.”
According to these leaks, Prime Minister Nawaz Sharif’s close family has made millions of dollars of investments in a number of offshore companies. Just hours after these revelations, Sharif addressed the nation and promised appropriate review while denying that any of his family members were involved in any kind of corruption.
Even after coming to power with a heavy mandate, Sharif has not been able to rule successfully. The Pakistan Tehreek-e-Isnaaf party’s four-month long protests in Islamabad in 2014, which ended only after the military’s intervention as a mediator, took away any semblance of civilian supremacy over the army. A few weeks ago, the former military chief, Pervez Musharraf, who was put on an historic trial for treason by Sharif, silently left the country.
For the prime minister, the timing of these allegations could not have been worse. The PTI again has promised to launch another wave of protests against the federal government if it fails to form an independent commission to prosecute the allegations made in Panama leaks. Meanwhile, the army has unilaterally launched a military operation in Punjab without even asking for consent from the provincial government, which is run by the prime minister’s younger brother, Shahbaz Sharif.
The prime minister has proved to be an ordinary politician: one who has has neither courage nor the political will to provide leadership to the country. “Nawaz Sharif has frittered away his opportunities. He has proved to be a hopelessly incompetent leader, neither strong enough to initiate badly needed reforms nor sophisticated enough to deal with the country’s well-oiled military machine,” said Ahmad Rashid.
For the most part, Sharif’s third tenure as prime minister has been marred by allegations of mass corruption. Moreover, Sharif has been soft on extremists. Consequently, the leadership space left by the prime minister has been filled by the chief of army staff, General Raheel Sharif, who has been tough on extremism. While the military chief ordered the execution of Mumtaz Qadri, who in 2011 murdered Punjab Governor Salmaan Taseer, the federal government a week ago could not clear the capital of a handful of Islamist protesters celebrating Qadri. Instead, the government gave in to many of their demands related to Pakistan’s controversial blasphemy laws. One of the demands which the government agreed to was the execution of Asia Bibi, whose case is pending in the courts in a blasphemy-related offense.
These revelations, regardless of their merit, will further limit the prime minister’s say in matters related to national security and foreign policy. For the remaining two years of his tenure, Nawaz Sharif is likely to serve as a ceremonial head of government, with actual power residing in the hands of the military and opposition parties.

‘Panama Papers’ reveal Sharif family’s ‘offshore holdings’

ISLAMABAD: A massive leak of secret files from a Panamanian law firm that specialises in offshore tax havens has revealed the often-murky financial wheelings and dealings of some of the world’s most powerful political players, such as Russia’s Vladimir Putin, the king of Saudi Arabia, Iceland’s prime minister and the family of Prime Minister Nawaz Sharif, among dozens of others.
In a data dump that is described as being larger than leaked US diplomatic cables, around 2.6 terabytes of information drawn from the internal database of Mossack Fonseca has been made public.
The data from the Panama Papers, available on the website of the International Consortium of Investigative Journalists — one of around 100 news organisations and 300 journalists that worked on mining the data simultaneously — also reveals the offshore holdings of members of Prime Minister Sharif’s family.
According to documents available on the ICIJ website, the PM’s children Mariam, Hasan and Hussain “were owners or had the right to authorise transactions for several companies”.
Mariam is described as “the owner of British Virgin Islands-based firms Nielsen Enterprises Limited and Nescoll Limited, incorporated in 1994 and 1993”.
On one of the documents released by ICIJ, the address listed for Nielsen Enterprises is Saroor Palace in Jeddah, Saudi Arabia. The document, dated June 2012, describes Mariam Safdar as the ‘beneficial owner’.
According to ICIJ, “Hussain and Mariam signed a document dated June 2007 that was part of a series of transactions in which Deutsche Bank Geneva lent up to $13.8 million to Nescoll, Nielsen and another company, with their London properties as collateral.”
In July 2014, the two companies were transferred to another agent.
Hasan Nawaz Sharif is described as “the sole director of Hangon Property Holdings Limited incorporated in the British Virgin Islands in February 2007, which acquired Liberia-based firm Cascon Holdings Establishment Limited for about $11.2 million in August 2007”.
But the papers are not necessarily evidence of wrongdoing. According to The Guardian, using offshore structures is entirely legal.
“There are many legitimate reasons for doing so. Business people in countries such as Russia and Ukraine typically put their assets offshore to defend them from `raids’ by criminals, and to get around hard currency restrictions,” the paper said in an explanatory note.
Leaders such as the presidents of Ukraine, Argentina, UAE; as well as relatives of UK Prime Minister David Cameron, Syrian leader Bashaar al-Assad, a former Chinese PM, as well as the son of former UN chief Kofi Anan are also mentioned in the leaked documents. It is expected that the data leak will yield more information in days to come.
